O recrutamento de diplomatas pelo Ministério dos Negócios Estrangeiros português é levado a cabo por intermédio de um concurso público. O formato desse concurso tem variado ao longo do tempo. Muito pouco é conhecido quanto à progressão diacrónica desse formato. Parece, no entanto, haver um consenso geral tácito de que os Concursos não são transparentes, e um artigo recente assevera-o explicitamente no que diz respeito ao período do Estado Novo. O presente estudo mostra que, pelo contrário – pelo menos ao (...) nível do enquadramento legal a que estão sujeitos – os concursos têm vindo a evoluir lentamente na direcção de uma cada vez maior abertura. Mostra também em que sentido tais representações são compreensíveis, uma vez que o design geral do concurso mantém claros traços que apontam claramente na direcção de uma “reprodução simples” do “corpo” de funcionários que visa recrutar. Os concursos são assim encarados enquanto um rito cívico complexo de iniciação que tem sobrevivido tant bien que mal no quadro de um Estado moderno. (shrink)

Este artigo consiste numa análise interdisciplinar com o auxílio de teorias filosóficas, sociológicas e políticas sobre as contradições da democracia e sua relação com a opinião pública a partir de três perspectivas: num primeiro momento aborda os modelos normativos de democracia diagnosticados por Habermas em Inclusão do Outro, e sua proposta de procedimento deliberativo com vistas a superar os limites dos modelos liberal e republicano; depois de expor um diagnóstico basilar dos modelos democráticos, apresenta alguns pontos concernentes às contradições da (...) democracia contemporânea a partir das análises sociológicas e da ciência política de Charles Tilly. Num terceiro momento, aborda a democracia a partir do conceito hegeliano de opinião pública tendo em vista três componentes: a fenomenologia, a lógica e a política da opinião pública.Palavras-chave: Contradição; Democracia; Opinião Pública. O presente artigo tem como objetivo fazer um diálogo entre os direitos humanos à democracia e à internet, dando ênfase ao surgimento da democracia digital, como forma de participação política dos cidadãos. Assim, parte-se do seguinte questionamento: é possível haver participação política dos cidadãos através da relação entre democracia e internet? Tem-se como hipótese que a internet se trata de uma ferramenta capaz de viabilizar a participação política dos cidadãos. This paper presents reasons against semantic relativism. Semantic relativism is motivated by intuitions that are presumed to raise problems for traditional or contextualist semantics in contested domains of discourse. Intuition-based arguments are those based on competent speakers’ putative intuitions about seeming faultless disagreement, eavesdropper, and retraction cases. I will organize the discussion in three parts. First, I shall provide a brief introduction to the intuition-based arguments offered in favor of semantic relativism. Second, I shall indicate that there are ways for (...) contextualism to explain the (appearance of) intuitions that support semantic relativism. Concepts stand at the centre of human cognition. We use concepts in categorizing objects and events in the world, in reasoning and action, and in social interaction. It is therefore not surprising that the study of concepts constitutes a central area of research in philosophy and psychology, yet only recently have the two disciplines developed greater interaction. Recent experiments in psychology that test the role of concepts in categorizing and reasoning have found a great deal of variation, across individuals and (...) cultures, in categorization behaviour. Meanwhile, philosophers of language and mind have investigated the semantic properties of concepts, and how concepts are related to linguistic meaning and linguistic communication. A key motivation behind this was the idea that concepts must be shared across individuals and cultures. With the dawn of experimental philosophy, the proposal that the experimental data from psychology lacks relevance to semantics is increasingly difficult to defend. -/- This volume brings together leading psychologists and philosophers to advance the interdisciplinary debate on the role of concepts in categorizing and reasoning, the relationship between concepts and linguistic meaning and communication, the challenges conceptual variation poses to communication, and the social and political effects of conceptual change. This article undertakes a deconstructive reading of astrobiology’s search for extraterrestrial life. Taking its lead from Derrida’s ‘White Mythology’, it explores ‘metaphor in the text of astrobiology’—and includes within the astrobiological ‘text’ not only scientific publications and work on astrobiology in the philosophy of science, but also ‘life detection technologies’. I situate astrobiology in the tradition of a metaphysical analogy that goes back through the enlightenment and early modern astronomy to the ancient Atomists’ notion of the ‘plurality of worlds’. This (...) analogy, which constitutes an identification of life with being and therefore serves as the conceptual basis for the notion that life must exist on other worlds, experiences a mutation in the middle of the twentieth century when molecular biology refigures life in terms of a scriptural metaphor as text. This article aims to highlight the theoretical and philosophical debate on hospitality underlining the normative elements of framing migrants and refugees as individual agents in the light of hospitality theory and migration governance. It argued the critiques of the neo-Kantian hospitality approach and the EU welcome culture with regard to refugees in the EU from a philosophical perspective. The “No human being is illegal” motto is proposed to be conceived as a principle of the EU Charter of Fundamental Rights. The (...) cosmopolitan right to visit and the universal right to reside were discussed in the context of human rights and co-responsibility. Linking the hospitality approach with migration governance enables the reconstruction of reception policies and practices, diversification of non-state actors that engage in migration governance mechanism, and polarization of political initiatives (e.g., politics of allocation and dispersal, readmission negotiations, convergence/divergence of priorities and strategic interests). The research findings highlight that the EU adopted a neo-Kantian hospitality approach that combines both “co-responsibility” and “vertical/heterarchical relations.” The EU’s “New Pact on Migration and Asylum” was considered proof of how the EU follows neo-Kantian hospitality that is manifested in dualism and contradictory approach. The study presents a typology that splits co-responsibility into individual/institutional actions and human rights/migration governance. (shrink)

Phillips & Silverstein (P&S, 2003) propose that NMDA-receptor dysfunction may be the fundamental neurobiological mechanism underlying and associating impaired holistic perception and cognitive coordination with schizophrenic psychopathology. We discuss how the P&S hypothesis shares different aspects of the weak central coherence account of autism from both theoretical and experimental perspectives. Specifically, we believe that neither those persons with autism nor those with schizophrenia integrate visuo-perceptual information efficiently, resulting in incongruous internal representations of their external world. However, although NMDA-hypofunction may be (...) responsible for perceptual impairments in schizophrenia and possibly autism, we suggest that it is highly unlikely that NMDA-hypofunction is specifically responsible for the autistic behavioral symptomology, as described by P&S in their target article. We propose communication pattern logic. A communication pattern describes how processes or agents inform each other, independently of the information content. The full-information protocol in distributed computing is the special case wherein all agents inform each other. We study this protocol in distributed computing models where communication might fail: an agent is certain about the messages it receives, but it may be uncertain about the messages other agents have received. In a dynamic epistemic logic with distributed knowledge and with modalities (...) for communication patterns, the latter are interpreted by updating Kripke models. We propose an axiomatization of communication pattern logic, and we show that collective bisimilarity (comparing models on their distributed knowledge) is preserved when updating models with communication patterns. We can also interpret communication patterns by updating simplicial complexes, a well-known topological framework for distributed computing. We show that the different semantics correspond, and propose collective bisimulation between simplicial complexes. (shrink)

In this essay, a brief analysis of the diplomatic efforts to achieve an accord in re- lation to the climatic change process is made. Particularly, it will analyze the two past Climate Summits (Copenhagen and Cancun). It emphasizes the growing social articulation of climatic politics. Finally, it aims to the birth of a new global responsibility of societies in relation to the human relation towards the planet. Also, it explores the impact of this responsibility on the environment global changes.

The present paper considers controversial utterances that were erroneously taken as derogatory. These examples are puzzling because, despite the audiences’ error, many speakers retract and even apologise for what they didn’t say and didn’t do. In recent years, intuitions about retractions have been used to test semantic theories. The cases discussed here test the predictive power of theories of derogatory language and help us better understand what is required to retract a slur. The paper seeks to answer three questions: are (...) the cases considered genuine retractions? If the speakers didn’t derogate by using a slur, how are the cases retractions of derogatory acts? Do these examples support expressive accounts of slurs? I argue that the examples provide evidence for an expressivist account of slurs: a slurring utterance (defeasibly) makes a derogatory speech act where the speaker expresses a commitment to a morally questionable appraisal state, such as disgust or contempt for a target group. A retraction of a derogatory speech act requires undoing the enactment of that commitment, which can be achieved with a genuine apology. This helps explain the conduct of audiences who misunderstand what the speaker says, and the speakers’ reactions. -/- . (shrink)

The complete description of the interaction between an external electromagnetic field and a charged particle causing it to radiate is one of the most fundamental problems in classical electrodynamics. Here we provide a simple coupled model that describes via the Lagrangian of the physical system the full radiation reaction process resulting from the particle–field interactions which simulate the electromagnetic ones. The particle and field evolution equations obtained from the Lagrangian are studied as an initial value problem giving rise to the (...) particle's radiation reaction equation, which includes the complete interaction with the field. Using stability theory we analyze this equation and prove that every solution is global uniform asymptotically stable, evidencing that the particle coupled to the field radiates. The model proves to be interesting, for it clearly illustrates the particle–field interaction process and shows the radiation's origin. (shrink)

Most model checking techniques for security protocols make a number of simplifying assumptions on the protocol and/or on its execution environment that greatly complicate or even prevent their applicability in some important cases. For instance, most techniques assume that communication between honest principals is controlled by a Dolev-Yao intruder, i.e. a malicious agent capable to overhear, divert, and fake messages. Yet we might be interested in establishing the security of a protocol that relies on a less unsecure channel (e.g. a (...) confidential channel provided by some other protocol sitting lower in the protocol stack). In this paper we propose a general model for security protocols based on the set-rewriting formalism that, coupled with the use of LTL, allows for the specification of assumptions on principals and communication channels as well as of complex security properties that are normally not handled by state-of-the-art security protocol analysers. By using our approach we have been able to formalise all the assumptions required by the ASW protocol for optimistic fair exchange and some of its key security properties. Besides the previously reported attacks on the protocol, we report a new attack on a patched version of the protocol. (shrink)

Research on unethical leadership has predominantly focused on interpersonal and high-intensity forms of harmful leader behavior such as abusive supervision. Other forms of harmful leader behavior such as excessively pressuring subordinates or acting in self-centered ways have received less attention, despite being harmful and potentially occurring more frequently. We propose a model of four types of harmful leader behavior varying in intensity and orientation : Intimidation, Lack of Care, Self-Centeredness, and Excessive Pressure for Results. We map out how these relate (...) to other constructs in the unethical leader behavior field in order to integrate the existing work on how leaders can cause harm to followers. Next, in five studies, we develop and test a new survey instrument measuring the four proposed types of perceived HLB. We provide initial validity evidence for this new measure, establish its psychometric properties, and examine its nomological network by linking the four types of HLB to related leadership constructs and soft and hard outcome correlates at the individual and team level. We find that HLB is negatively related to constructive forms of leadership and positively to unethical ones. HLB is also related in the expected direction to job satisfaction, engagement, psychological safety, knowledge sharing, knowledge hiding, deviance, and objectively recorded team-level stress-related absenteeism. En las últimas décadas un sector de la Iglesia católica latinoamericana ha impulsado la idea de conformar una Iglesia con rostro indígena, en la cual los indígenas se incorporen a la estructura eclesiástica a través de algunos cargos como catequista o diácono. Algunos incluso han propuesto la ordenación de sacerdotes indígenas que, de acuerdo a la cosmovisión de los indígenas, deben ser casados. El presente artículo tiene el objetivo revisar, desde la perspectiva de la historización de los conceptos propuesta por (...) Ellacuría, el aporte teóricopráctico realizados por la Compañía de Jesús, en particular tres religiosos ignacianos —Xavier Albó, Manuel Marzal y Bartomeu Melià— a dicho proceso. Como se verá a lo largo del texto, ha sido un camino lleno de avances y retrocesos. En el ámbito teórico, los jesuitas han defendido la idea de que la inculturación es el mejor camino para que la Iglesia logre una verdadera inserción en la realidad de las comunidades indígenas. En el terreno práctico se explora la experiencia de los diáconos indígenas en dos regiones: en la zona aymara de los Andes —especialmente en Bolivia— y en la Misión de Bachajón, Chiapas. Ambas experiencias con resultados disimiles, pero que enriquecen el caminar de la Iglesia con rostro indígena. (shrink)

Puede decirse, sin ir demasiado lejos, que la obra del sociólogo francés de Pierre Bourdieu ha sido una de las más brillantes e imaginativas del panorma de las ciencias sociales en la segunda mitad del siglo XX. Este libro trata de sacar a la luz la forma en la que las herramientas de su sociología fueron creadas. No obstante, este texto no comienza con un realto de sus obras, sino de su vida. Pierre Bourdieu no nace intelectual, se hace en (...) un contexto que -en su caso, especialmente durante sus primeros años de su vida- tiene poco de tal. Se trata, pues, de una investigación histórica de la figura de un intelectual que evita dos caminos ya trillados: la vía externalista, que toma a los eventos históricos, sociales o económicos como fuente de toda explicación de la vida intelectual y científica, y la vía internalista, que cosidera que sus miembros viven en una esfera aislada y ajena a toda influencia exterior. Está última vía es la que se suele transitar cuando un pensador ha legado una obra que despierta admiración. Para ello, el autor emplea algunas de las ideas que Randall Collins delineo en su opus magnum Sociología de las filosofías, quizá uno de los libros que mejor ha sabido captar las dinámicas que gobiernan el mundo intelectual. Más concretamente, el autor de este libro hace suya la idea de que son las interacciones cara a cara las relaciones fundamentales que gobiernan la vida intelectual. (shrink)
